The default way to get Hue into Home Assistant, and the one setup in this category I would not talk anyone out of: the Hue Bridge pairs locally, pushes state changes instantly and exposes every bulb, room and scene. You pay for that with the bridge, which is why the kit costs more than the article's 'around 55-75 pounds' budget. Note that kit is the White and Colour Ambiance one, not the White-only kit the article's heading names, and the Philips UK page for it currently shows it as temporarily out of stock.
What can Home Assistant control on the Philips Hue White and Colour Ambiance Starter Kit (2x E27, 1100, Smart Button)?
Built into Core as hue, local push on the V2 (square) Bridge, so state changes arrive instantly over the bridge's event stream. You get lights, per-room and per-zone grouped lights (disabled by default), imported Hue scenes, a scene select per room, and dimmer/button devices as battery sensors and device triggers. Limits from the docs: scenes cannot be created or edited from Home Assistant, each remote or switch emits at most one event per second, and the Bluetooth-only (no bridge) mode is not covered by this integration, so the Bluetooth radio in these bulbs is irrelevant to Home Assistant.
